    Look at the Wikipedia listing for Nitrocellulose under the Industrial production section.

    It says that cellulose can be nitrated under regular conditions to 12% to make the alcohol soluble nitrocellulose (what gunpowder is made of). Over 13% nitration takes forcing conditions not usually used and gives a limited use specialized product used for blasting and underwater warheads. Since the new regulations mentioned in the article only apply to solutions greater than 12.5% this is not going to affect the powder companies.

    Let me see them take a drum off a truck, open it, stick a blasting cap in it, and make it go bang.

    Yeah, that's what I thought.

    We got crap all over the place that could blow up with some work. That's not what ATF and DOT regs are supposed to be about.

    They use this stuff in the paint and coatings industry, too.

    Got the FOAC email blast a short time ago. Here's my take.

    What does the new ATF "Regulation" mean? Let's break it down.
    ...
    1. ATF is a "Regulatory" body. Regulatory means Law. They can only enforce Laws.
    ...
    2. Only CONGRESS can pass or change Laws.
    ...
    3. Obama abused and overstepped the authority of the Executive Branch by unilaterally CHANGING LAW, effectively crippling the 2nd Amendment.
    ...
    4. By doing so, with the changed "law" on the books, he has granted himself the authority to RAID and IMPRISON all ammunition manufacturers, until such time that Congress or SCOTUS intervenes and officially invalidates this unlawful order.
    ...
    5. The Federal Gov't (Executive Branch) has in effect declared WAR on the Citizenry of the United States by attempting to disarm the public through false authority and orders.
    ...
    What needs to happen now?
    ...
    1. Immediate INJUNCTION against the unlawful order
    2. Congress acts upon Balance of Powers
    3. House of Reps passes a Resolution to recommend immediate Impeachment procedures against Obama
    4. Senate immediately initiates Impeachment procedures against Obama
    5. Governors of each state issue Executive Orders to National Guard to PROTECT each State's Citizenry from Federal Abuse, until such time that Congress can take appropriate action and restore order.
    6. Congress immediately FREEZE ALL FUNDS from the Executive Branch until the 2nd Amendment is restored in full.
    7. Each Citizen must CALL THEIR CONGRESSMEN IMMEDIATELY!
