    Default Pa legislation to halt inquiries re LTCF validation from non-reciprocal states

    In June, House State Government Committee
    Chairman Daryl Metcalfe (R-Butler) convened
    a voting meeting to consider legislation that
    would protect the Constitutional right of
    Pennsylvania residents to keep and bear arms,
    as well as another measure that would prevent
    illegal aliens from applying for and receiving
    welfare benefits.

    House Bill 1287, sponsored by Chairman
    Metcalfe, would prohibit law enforcement in
    states that do not have a reciprocity agreement
    with the Commonwealth, from accessing
    Pennsylvania’s Firearms License Validation
    System.

    Pennsylvania maintains what is known
    as the Firearms License Validation System,
    which allows law enforcement officials from
    Pennsylvania and other states to access the
    system to verify the validity of Pennsylvaniaissued
    licenses to carry firearms.

    A common practice among states is
    to establish what are called reciprocity
    agreements. These agreements allow for the
    mutual recognition of each state’s licenses
    to carry firearms. Pennsylvania currently has
    reciprocity agreements with 18 states.

    The specific purpose of this legislation is to
    prevent states that do not have reciprocity
    agreements with Pennsylvania from abusing
    their authority when it comes to using
    House State Government Committee Advances Solutions to Shutdown
    Illegal Immigration and Gun Control
    information on out-of-state concealed
    carry permit holders during traffic stops.

    This legislation would protect law-abiding
    Pennsylvania citizens who have a Pennsylvania
    License to Carry Firearms from being harassed
    or detained while traveling through other
    states.

    Democrats attempted to stop the
    advancement of the bill, but House Bill
    1287 advanced with Republicans voting
    unanimously for Chairman Metcalfe’s
    legislation.

    Sounds good to me. Especially from what we've heard coming out of Maryland.

    And if Maryland is doing it... gotta figure NJ & CA are doing it... but this legislation assumes they haven't already loaded their databases in other ways.

    There's 49 other states they would have to store all the info for. GO METCALFE!

    But...I have a question. If a state does not honor my LTCF, what reason would they have to check on whether it is valid in my state? They cannot apply another state's law if it is invalid in that state, and finding it invalid in the issuing state would not affect the violation.So, I don't see what it is accomplishing with respect to the possession of the gun in the state that does not honor our LTCF.

    That's great. Now how about eliminating the license requirement entirely. No license, no need to have a system that keeps track of them, no need to worry about "authorities" outside PA from a using such a system.

    No need to worry about "authorities" inside PA abusing it either.

    Search for the story about the Florida man stopped in MD and searched for several hours by the roadside because the MD license plate scanning system pulled up the fact that he had a FL permit.

    When you realize I'm not kidding you'll see the value in this legislation.

    This. They say the reason that they have probable cause is that you have a LTCF.
