Probably won't be a case of "going after" the violator so much as discovering the violation during a parallel investigation. Kind of like investigating a barking dog complaint and discovering a stolen vehicle in the back yard.

Does me refinishing my gun stock or machining 10/22 bolts violate this?
How about pinning my mags if I move to a state with restrictions?

Get to know your gunsmith. If he operates a small shop and does not want to pay for a manufacturers license, the restricted work will still be done for his nearest and dearest customers. Or with the new regulations, there may be large scale repair facilities that will require mail in service. If such is profitable, such operations will come to fruition.
Much bother for unlegislated regulation that changes with the administration. The collective 92 million firearm owners in this country, like in the past, will get the president they deserve.

As an 01 FFL holder, I've been allowed to put together an AR-15 or two a year without penalty. I was told by the inspector that cranking out dozens a year would mean I need a manufacturers license but a couple was fine. This new rule is just one more way to break the back of small FFL holders. I'll be in violation if I so much as buy an upper and a lower separately and I mate them. I had a Sako rifle that I put a new extractor in because the old one was inexplicably missing. That would be a violation.
The first violation would be easy to catch, the 2nd harder. The question becomes at what point does the fear of prosecution drive me and others like me out of business. You know we won't have the law generously read and our intent considered to determine whether we should be prosecuted. We'll be bent over and be violated by the full force of the US government.
They are pinching from all sides and it will only get worse if Clinton is elected. Say what you want about Trump but, at worst, he doesn't give a shit about guns which means that he's not going to be doing this petty bullshit. Meanwhile, there are people here that either refuse to vote for him or will actually vote for Hillary. If you're refusing to vote for Trump, I'm disappointed.
