Why aren't we having a 'black rifles matter' march? Anyone with an LTCF can carry a rifle in Philly regardless of a SoE. Hold signs with quotes like "come and take it HilLIARy" and "It's because I'm black, isn't it?" Heck, it would be a perfect opportunity to wear this shirt:

The SOE thing is moot, you need a license to OC in philly anyway.

The short answer is yes you can OC anywhere it is legal, DNC or not. Whether you get hassled is another story.
