They already did in 1934. Just look how much power the NFA gives to the executive. Obama could decide to order the Secretary to refuse all Sporting Purpose exemptions on July 14th, or even to nix them retroactively. Overnight all shotguns over 1/2" become destructive devices, and you'll need to be criminally processed to keep your property.

Manchin was not completely forthcoming about the conversation, but he did tell me that he envisioned “a complete opportunity” for new gun-safety legislation. Unlike with Obama, he said, “no one thinks President Trump would do anything that would take away your gun rights.”

In his conversations with Manchin and Donnelly, Trump was essentially throwing his support behind a Democratic initiative without first checking with the Republican Senate majority leader, Mitch McConnell, to ask what he thought of those proposals. Had he done so, the answer in each case would have been: not much. (Though on the coal miners’ legislation, Manchin said: “We’re seeing Mitch McConnell go from a ‘No, no and hell no’ to now dropping his own bill. Which is fine, so long as we get it.”) Still, Trump may have little choice but to indulge Democrats on some of their pet issues, given that he will need their votes on two of the most critical pieces of his agenda: infrastructure and trade deals.

So Manchin seems to think Trump will help him get his and Toomey's signature legislation passed. And sadly, Trump seems to be on board with it, which his waffling on 2nd Amendment issues was a concern of mine back during the primaries.
