Just make sure the lower is not a registered pistol lower.

Is a built lower legal to gift to a legal pa resident without transfer? To me its like selling a rifle to your friend,
    but not taking money. Legal.

As far as Im aware, yes.
There's nothing any more sinister about AR15s than any other gun.
If it's still just a lower, it's... just a lower.
If it had a pistol upper attached, it would need to be transferred at an FFL.

Stripped/virgin, or assembled with LPK, it's still not a pistol or a rifle.

I'm not 100% sure if age factors into it. (Under 21)

Bogey, I will gladly accept your gift of an assembled lower! Thanks for thinking of me!

Can I gift a stripped lower to a friend privately in PA? My inclination was yes, but I just wanted to confirm with the people of PAFOA.
As of November 26, 2022, I see no reason why you could not gift an AR lower to a friend, as long as you know that friend is not a prohibited person. Laws are weird though....especially firearm laws. You can sell an AR15 lower to a friend, so I see no reason you couldn't gift one. That could change under Josh Shapiro, who knows.

It's a pistol if it was transferred as a pistol. Doesn't matter if it's stripped when you gift it. Has to have been transferred as an "other" or a rifle whenever the original owner obtained it.

    Absolutely.
I was thinking a lower that was purchased stripped, ir stripped, then a LPK installed.
So hard to spell out every possible scenario.

Just to complete the AR lower gifting circle here, can a PA reaident gift a AR15 carbine/rifle, upper receiver included, to another non-prohibited, 18 y.o. or older PA resident or must it be transferred through a sale?
