    I was thinking of starting a thread to ask, but I know it's been discussed - just haven't found exactly where.

    I haz a stripped lower purchased FTF that was never assembled into anything. Bought new by previous owner, sat on shelf until sold to me.
    I was pondering doing a pistol build, but don't want to spend money on another lower if I can use the one I already have.

    To federal law it is a "firearm". However, federal law doesn't govern intra-state transfers. So, PA law is the rule to follow. And since PA law does not consider a bare AR15 receiver as a "firearm" to non-prohibited people - it is open to sale just like any other unregulated object(to non-prohibited people).

    No. Only private transfers of "firearms" have to go through a FFL or sheriff. In a bare build-state, it is not a "firearm".

    If you build a handgun out of a bare receiver after it has been transferred to you, you do not have to "get it registered". However, should you transfer that assembled AR pistol - normal transfer requirements would prevail.

    Well, I had an excess coffee table, so I set it out next to the roadway with a "FREE" sign on it. It was gone withing two hours.
