what GW says and run you bit slow, keep it wet like he says, but it would use a smaller bit to start... simply because the web ob the bit will be your problem.. the small the web the easier the drill..
The web of a bit is the very center of the bit..
do you see the difference?if you have a bit like the 2nd pic then go to size.. slow and wet. and you'll get it

I always start out small then gradually increase the bit diameter. Use a center punch to start, and try to keep your bore hole centered. Go slow and keep the bits lubricated to avoid burning them out.
I've drilled out out broken 3/4" cyl head bolts with a hand drill without boogering the threads in the block. I've had lots of practice drilling out things over the years.

Thanks guys. Looks like I need to get some GOOD carbide bits tomorrow,
the home dumpster bits I bought today wont even scratch it.
