Not Bogey, but you can Open Carry in most of Delaware and carry in a car without a liscence as long as the firearm is in plain view like on the dash. Here is a link to some info.

I don't think he means a retention strap, but rather a strap like a belt to wrap around the seat and clip a holster to in order to keep it in plain sight. But this is just speculation.

I got the info from delaware open carry (what IT posted). Since I dont have a shoulder rig and dont plan on buying one,
I just put it on the dash. Sometimes I just leave it on the passenger seat. As for it sliding around, when making a turn (sharp) I'll just hold it put with either hand.
Stupid laws.
Edit: Stay out of dover. No oc/cc if you dont have a license.

Thanks for the info guys. I'd never looked into DE because I've never had a reason to, but it is good info to keep in the back of the mind.
