Chester Co. Sheriff doesn't issue out of state licenses?
Family friend went to the Chester county sheriffs office and was told that they don't issue LTCF to people from out of state and that only a few sheriffs issue them. Does anyone have any experience with this?

Last year when I renewed, there were 4 people in from Delaware, the Lancaster sheriff had no problem working with them. Might want to give it a shot over here.

I just did a bit of Internet searching and found this:
NOTE: Some Pennsylvania counties will refuse to process a Non-Resident LTCF, below is a list of counties that will cooperate:
Adams, Armstrong, Beaver, Bedford, Berks, Carbon, Centre, Clarion, Clearfield, Crawford, Cumberland, Dauphin, Delaware, Elk, Erie, Fayette, Forest, Franklin, Fulton, Huntingdon, Indiana, Jefferson, Lancaster, Lawrence, Lebanon, Lycoming, McKean, Mercer, Monroe, Northampton, Northumberland, Perry, Pike, Potter, Snyder, Somerset, Susquehanna, Venango, Warren, Westmoreland, York

The friend in question actually went to Lancaster and got her permit. I was just surprised that they were sent packing from Chester Co.

Sheriffs have no legal authority to refuse to issue to non-residents. Most have been getting around this by telling potential applicants that they will not accept applications from non-residents. Since it's easier to go to another county that follows the law than stick to one's guns and make law-breaking sheriffs follow the law, this unlawful behavior persists.
I think the only way it's going to get resolved is when they start doing the same thing to residents.
