    Lawmakers Rally for Reform, Call for Constitutional Convention

    Several House and Senate Republicans are calling for a citizens’ constitutional convention to bring about needed changes in state government.

    House Bill 2723 would place a question on the November 2009 ballot to seek voter approval for the convention.
    Delegates would be ordinary citizens rather than elected officials or lobbyists currently involved in the day-to-day functions of government.
    The last constitutional convention was held in 1967, more than 40 years ago.
    The longest Pennsylvania has ever gone without holding a constitutional convention is 47 years.

    I see no problem with a Convention AS LONG AS THE ENTIRE ARTICLE 1 is exempt from change.

    For those who need a reminder:
    Article 1 is known as "The Declaration of Rights"

    H O W . A B O U T .NO............ The last one PA had someone forget to include all the case law and original founding father intent about the second amendment.

    Which means
    Made it ONLY an episode in history, NOT binding precedent.

    Also IF you really think that the average Citizens would be selected for delegates position to any type of Con Con you are dreaming.

    We don’t have a hardware failure in our present Constitution for the commonwealth of PA. We have a software problem, which mean most Citizens do NOT hold elected officials accountable for their actions.

    Most people are too busy with their own self important lives to worry about politics till affect them personally.... then we need a change in law to solve "the problem".......of the day.

    Is the same lame argument anti-gun use in their debates, its the hardware that needs to be corrected or controlled with yet another law useless to that only address the symptoms of problem, not addressing real the software, the human element that is the problem that everyone over looks in this kinds of debates.

    We as a society by and large do not hold anyone accountable for their actions, that is the human factor left out of all of these proposals.
