I don't know if it will convince them, but I can tell you the easiest and most straightforward way to satisfy Brady to purchase a firearm as a PA resident without giving up your non-PA drivers license is the PGC Shooting Range Permit. They may or may not accept that but for $30 you may consider it worth a shot.

good question, lets say they caught me conceal carrying in PA with a Utah carry permit and I show them my NY License. Will they say I'm a PA resident at that time or no.
