LTCF Character references, Pike Co.
Mrs. is going to put her application in, and hasn't made too many close friends yet in PA (we've been here 3 years). Can she use out of state references? (Mine was pretty much a transfer, so none were needed...) We are in Pike County.

Legally, yes. There's no in-state vs. out-of-state distinction as to references.
From a practical stand point, the Pike County sheriff is one of a number who place illegal additional constraints upon the application process (e.g. filling out extra pages of application forms) so it's hard to be sure. But Sheriff Bueki doesn't appear to be requiring in-state references in this application packet (which is, again, illegal under state law since it requires the completion of more than the one-page application form promulgated by the PSP).I am not a lawyer. Yes in fact I just did references on two applications and I didn't even get contacted. If he denies you for not having in state references you have grounds for a lawsuit as well

My wife used reference's from Long Island and it wasn't an issue at all.

I remember the sheriff before Weaknecht wanted in county refrences. This dumb stuff need to stop. We have to require the legislature to make Pa. Law enforcement follow the law.
