I see some people say it will be easier to get NFA weapons and that they removed the CLEO certification all together.

but as im reading it sounds like no CLEO for trusts,corps,etc. but that they will change the wording of the CLEO certification for individuals. but it will still remain.

am i reading this right?

No more CLEO sign off, but trusts and corporations will need prints and photos.

It's a great example of how unreasonable the NFA is, that it allows the Executive to legislate this much.

41p removes the CLEO Certification from individual applications, but ADDS a CLEO notification for individuals, and all "responsible persons" on a trust or corp along with fingerprint and photo requirements.

"Responsible persons" are defined in the actual rule, but roughly corresponds to whoever would be authorized to possess an NFA firearm within the trust (such as a trustee) or corp (such as a member). One interesting tidbit to note is that beneficiaries of a trust who do not have possession rights (i.e. are not also trustees) are likely NOT considered responsible persons for the purpose of the ruling.

I read the entire 248 page ruling last night which includes all of the responses to the public comments. Very frustrating to see this happen, despite all the opposition.

What greenhorn said. Also to add the CLEO will now just get a notice that you are getting an NFA item. Similar to the idea of when you get a C&R FFL the CLEO gets notification of it and that's it.
