That's far more disturbing than Captain Faggo. Yikes!

I sense a little "creep" in this thread. Can we stay on top of the subject of bashing asswipes from PRM, please. Elsewise, I'll be forced to gouge my eyes and guzzle bleach. The Captain Faggo thing was over the top, almost blew lunch. (And, after typing that, I realized it was a poor choice of words for this bunch, LOL)

OP's reaction should have been this...

Honestly, it strikes me that this was a person who had good situational awareness and noticed a guy going into a gas station with a gun and wanted to give him a good look to see if it was about to get ugly, or if it was just an armed citizen.

He may have been thinking evil soviet thoughts about disarming everyone, but if I had to guess I would guess he was trying to make a determination of whether there was about to be a crime in the gas station, and determined there was not, and did nothing. The one time I saw an OCer out in public at a gas station I gave him a full stare too, not because I was thinking about how evil guns are, but because that is an out-of-the-ordinary thing to see, and I made a point of paying closer attention.

Condition white - paying no attention whatsoever
Condition yellow - being aware of your surroundings - This is the condition of the guy staring at the OP started out.
Condition orange - noticing something in your surroundings that has potential to be a threat - at this point you make a decision about what action you will take and what action you are watching for that will spring you to action. This was what the intense stare was about. He was making a determination about whether action needed to be taken.
Condition red - You are now taking action to nullify a threat.

You get that look from Glock owners when they see someone carrying a gun made of a REAL material - metal.
