Expired non resident permit

Yikes.....my non resident permit has expired.
I know they don't renew anymore by mail.
I also know that many Sheriffs depts. don't issue.
Does anyone know the closest Dept to Matamoris pa would be that issues?

All counties must issue.

Those that refuse, or refuse to accept applications, are in violation of the law.

I recommend you go to the nearest PA county, submit your application, and sue the shit out of them if they try any shenanigans.
