Jeb's a dummy, and he must not have read the Constitution or the Bill of Rights in awhile. Or read Supreme Court rulings in the last few years, for that matter.
First, the 10th Amendment was meant to be a catch-all in favor of the people, basically making it clear that the ONLY powers the federal government has are those which have clearly been outlined in the Constitution, or in law. Any powers not specifically assigned the federal government by the states through the Constitution and/or law are within the jurisdiction of the states, or the people.
Second, the 10th Amendment mentions discusses the powers assigned to the federal government relative to the states. It says nothing about RIGHTS. The issue is often called "state's rights", but states don't have rights. People have rights.
Third, if Jeb is attempting to argue that states have the power or authority to prohibit the right to arms under the 10th Amendment, he's wrong again. The 14th Amendment extended federal protection of civil rights to the state level, and this protection, specific to the 2nd Amendment, was upheld by the SCotUS in McDonald v Chicago. Although it's generally considered OK to pass licensing and regulatory laws as it pertains to rights, in the context of the new rulings passed, none of this can be done if the intent or result is to prohibit or hinder the exercise of said rights.

The states agreed to the Bill of Rights. They signed off that they were not negotiable, and not up to the states to decide. Bush is a placating idiot.
