Panama Lifts Gun Ban For Self Defense Of Citizens

In great contrast to many liberal cities in the USA, the country of Panama has made a bold move to lift the ban on weapons so that citizens can defend themselves.
Why would Panama lift their weapon ban you ask? It could be due in part to the rise in crime rates, gang activity, and excessive amounts of forged gun permits. It was mentioned by Public Safety Minister Rodolfo Aguilera that Panama wanted to follow in the footsteps of the US which stands with the second amendment for fewer homicides per capita.

I think the headline might be a little deceiving. It is my understanding that if you own a gun in Panama you can carry it. They have some sort of licensing system but it is not prohibitive. Guns are expensive because almost all must enter the country through official channels (not unlike the US from a practical standpoint). It sounds like this change addresses the last point.
I'm not 100% certain on all that, but the article does not contradict my understanding of the situation.

I looked into Panama gun laws some time back. A relative of mine moved there some years ago. He wanted me to join him. After looking about some it became clear I would need to leave most of my guns behind. Perhaps this is what they seek to change.
