The ATF can't handle the system now. I'm baffled how they are going to track "responsible person(s)". Is the fingerprint/photograph going to be a once & done requirement unlike an individual purchaser that must do it with every purchase?
I assume that efile is going to get totally fubar'd because it can't accept fingerprinting/photographs which is (my assumption again) why it was never open to non- trusts/corporations?"It seems that the Constitution is more or less guidelines than actual rules"

If your name is on the trust they are already doing background checks. They can say whatever you'd like but it's bullshit to think otherwise.

Because if you knocked out trusts and made everyone get CLEO cert, you'd have no way of getting NFA toys in a bunch of jurisdictions and I'm sure they thought about what a loss in court might mean.
I think it also puts a bit of a break on the "hearing protection act" stuff in the house, which they probably don't want to see happen, either.
Or (and I know this is dangerous) you take them at their word that they really do want the background checks first and foremost....
