    Not missed. BUT, should it pass through the WV state house with the same margin, a veto would be nothing but political posturing - the legislature has more than enough votes to override a veto.

    The class gives them more reciprocality because some states won't accept permits from states who do not require training.
    An example is Ohio. The reason Ohio won't accept a PA LTCF is because PA doesn't require training.

    Correct. I'm against training requirements currently to exercise a right, but if PA did this with constitutional carry without LTCF, and still offer LTCF for reciprocity I'd be for adding training to increase the number of reciprocal states.

    I'm not sure if we are going in circles here, but once you don't need a WV CHL to carry, and you simply want one, you probably want it for reciprocity. In which case the training requirement would make it more valuable for that purpose.

    Exactly. Constitutional carry inside PA and training to meet the requirements of out-of state carry.

    Philly would try to find a way to require the LTCF, constitutional carry or not, under their "first class" crap.
