Yes they are. They know all to well that education on any front must start early. They don't want them educated about gun safety. They want more dedicated time to educate (indoctrinate) them that guns are bad and scary while limiting as much counter pro gun education as possible. They don't want Jimmy coming home with a smile on his face after spending a good time with dad at a gun show. Maybe with the promise of getting his first gun soon. They want Jimmy and Sally mindlessly playing video games and texting while being fed a steady diet of anti 2A drivel. Lets face it if they can keep kids under 12 from even touching or seeing a gun (except in approved violent fantasies)chances are they're lost forever.
