    So... people whose jobs require confronting violators should not be armed, but people who have the option of minding their own business, looking the other way, or even just plain leaving or avoiding confrontation should have the right to be armed. Got it.

    That seems to be what's being said.

    And the fact not all of them always wear body armor proves they don't need to be armed.

    Just like when you and I go out carrying we always wear body armor, because if we don't see the need for body armor then we don't have any need to be armed.

    I think Lancaster County Park Rangers carry under a similar authority and training. Act 235 + in-house qualifications.

    Being armed is not a huge deal. Marginally intelligent people can be taught safe firearm handling. Even barely functional illiterates have enough inherent sense to carry a weapon responsibly once they understand how it works. There is only 'get it' and 'not get it'. There is no reason for anyone who is even remotely in harm's way to be unarmed. There will always be a few 'bad apples', but I believe it is a constant across any selection of individuals.

    Let's not lose sight of the fact that this is very basic simple stuff. I believe that civilization is based on cavemen deciding on cooperation because they figured out that they could bash each others' heads with rocks or sticks.

    This is as instinctive as knowing to drag your woman by her hair so she doesn't fill up with dirt .
