30-06 or 270 for deer in PA?
Yes.

If those were my only two choices I'd probably prefer the 30.06. Slightly more reloading options and a slight advantage with cast bullets.
It ain't what they call you, it's what you answer to.

I would prefer .260 Rem, or even 7MM-08 over either of those rounds, but if I had to choose it would be the '06.

For hunting in PA, why not .308? It eats less powder than .270 or 30-06, if you're reloading. Lots of bullet choices. Game won't know the difference.

The choice given is .270 and .30-'06, suggesting another caliber is moot (or should be). I went with '06 for reasons stated by others..."brush-bucking" ability (a point of argument that will likely never be settled satisfactorily) choices of bullets commercially and loads if reloading, and probably a lot more different rifles available in the caliber.

30-06 but only because I've owned a 270 since 1977. Bought the 270 way back when because I wanted to pop groundhogs with it too, there was a better bullet selection on the lower weight end for that purpose.

One thing I noticed, .270 is always easier to find.
