    can an AR lower registered as a pistol be assembled with a regular rifle/m4 upper and remain legal in Pa. since its not a pistol any longer ?

    Yes. Technically, if the receiver was stripped when transferred, and configured into a rifle first, the receiver cannot be configured into a pistol without a tax stamp. IANAL.
