You may get push back from the NJ types but since the bill will end up under the commerce clause, it's not likely SCOTUS overturns it since they've upheld commerce clause cases way flimsier than this would be.

Only one problem, there's no such thing as a "must pass" bill! The term is "poison pill" amendment that is an amendment or rider so onerous, that it literally kills the bill by its presence.

We did get National Parks carry through a credit card bill with Dems in control of both houses a few years ago so I think this is more than doable.
