A BILL
TO AMEND SECTION 23-31-215, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE ISSUANCE OF CONCEALED WEAPONS PERMITS, SO AS TO REVISE THE CONDITIONS THAT ALLOW A HOLDER OF AN OUT-OF-STATE CONCEALED WEAPONS PERMIT TO CARRY A WEAPON IN THIS STATE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 23-31-215(N) of the 1976 Code, as last amended by Act 349 of 2008, is further amended to read:
"(N) Valid out-of-state permits to carry concealable weapons held by a resident of a another state must be honored by this State. A resident of another state with a valid out-of-state permit to carry a concealable weapon is subject to and must abide by the laws of South Carolina regarding concealable weapons while in South Carolina." (Edited this to the verbiage in the bill)
SECTION 2. This act takes effect upon approval by the Governor.

Hmmm...so that's still no to PA LCTF holders then.
And the "resident of reciprocal states" seems to preclude those with non-res UT or FL permits, too?

I believe that this legislation is a direct result from K. Kane lobbying for a reciprocal agreement for Pennsylvania!

I read that only resident permits would be accepted.
Right of citizens to bear arms ...shall not be questioned.

Suppose you move to SC with a PA LTCF and established residency in SC, would your out of state LTCF still be honored, assuming this law is passed? I ask because a friend recently relocated to SC, but he's only going to be there for less than 2 years and he doesn't want to go thru the hassle and cost of getting a SC LTCF.

Editing the additions and deletions come up with the verbiage below. I guess it leaves it open to interpretation.
"Valid out-of-state permits to carry concealable weapons held by a resident of another state must be honored by this State. A resident of another state with a valid out-of-state permit to carry a concealable weapon is subject to and must abide by the laws of South Carolina regarding concealable weapons while in South Carolina."
I am a resident of NJ and hold a valid out-of-state permit for Florida and Utah. I would expect to be able to now go from North Carolina to South Carolina carrying legally.
