Carry loaded or unloaded rifle?
I'm looking at the purchasing the Keltec compact 9m folding rifle. I would like to carry it in my computer bag when on foot and in the car...is this legal with a carry permit, or legal at all?

As a carbine, a Keltec Sub-2000 is a rifle. It is not a pistol, nor an SBR, so no LTCF is required to carry or transport it. Of course, as a rifle, you cannot have it loaded in or on your vehicle. But, by LTCF standards, it is not a "firearm."

It may be the case that since when folded it is not operational that a loaded mag inserted would be ok when driving. I feel like I remember hearing that somewhere. Definitely not legal advice, just something to look into!

I have no idea about the legality, but I do think that any unloaded rifle is not much better than a baseball bat when it comes to self defense.

No, the law seems to be pretty clear. Rifles can't be carried loaded in a vehicle.
§ 6106.1. Carrying loaded weapons other than firearms.
(a) General rule.--Except as provided in Title 34 (relating
to game), no person shall carry a loaded pistol, revolver,
shotgun or rifle, other than a firearm as defined in section
6102 (relating to definitions), in any vehicle. The provisions
of this section shall not apply to persons excepted from the
requirement of a license to carry firearms under section
6106(b)(1), (2), (5) or (6) (relating to firearms not to be
carried without a license) nor shall the provisions of this
section be construed to permit persons to carry firearms in a
vehicle where such conduct is prohibited by section 6106.

That's why there are multiple disclaimers. I said it may be the case and it's not legal advice because I'm not sure, but it's something to research more or wait for other people to comment.
I do know the Sub2000 cannot be fired when folded and it's non-functional state may have an effect on the question posed. It's a legitimate point of discussion. Never claimed to be legitimate fact.

May I offer a possible parallel?
Folded Sub-2000 is inoperable in the same sense that an uncocked SAA is inoperable. Cock trigger on SAA and you are in business. Unfold Sub-2000 and you are in business.
