    Default Out Of State Purchase

    If a firearm is purchased from a private individual in another state, does the seller need to have an 01 ship the gun to the 01 on my end? If not, what documentation is required from the seller with the shipment?

    Legally he can ship it straight to a FFL in your home state to do the transfer. However some FFL's prefer a FFL-to-FFL procedure.

    Name and physical address is all a FFL needs to log the gun in.

    Some will have personal requirements such as a copy of drivers lic, etc, that they feel "cover them" from some mythical liability.

    In the end, simply find an FFL and ask them for their procedure.

    This is good as I'm interested in a private handgun purchase from PA to DE. So, if I understand this correctly, the private owner in PA simply needs to get the gun into the hands of a DE FFL. Is that correct? No need for a PA FFL at all. Right?

    Rifles can go straight from private party to private party, correct?

    No FFL needed (by law) on the sellers end. Only the buyers end.

    Long guns do not require a FFL for intra-state transfer (only). An FFL is needed on the buyers end for an inter-state long gun transfer, just as a handgun.
