Deer hunting over bait

I am not a hunter nor is anyone in my family a hunter. My grandfather in law lets people hunt on his properity. Last year we noticed they use bait. Now my understanding is that in montgomery county it's legal to use a mechanical feeder to automitcally dispense corn or protein pellets three times a day during legal hunting hours but only after the land owner get a permit. Also not to exceed five gallons of feed

Am I correct? I am all for hunting but only of they are doing it legal. We found salt licks this year and we have taken them in
