Discharging firearms, or even bb guns/pellet guns can get you in a lot of trouble today, depending on where you live, so I would rule that out.

I'm not so sure if you can legally relocate any animal.
OP, if hunting is permitted where you live, ie not in a town, borough, or development, etc. there is no specific game law that I am aware of that would necessarily keep you from dispatching the ground hog. I suppose you would have to have a hunting license, use whatever firearm is legal to take groundhogs, and get permission from your neighbors before you discharge the firearm.
It is OK to take game within the 150yd safety zone provided you have permission from the adjacent land owners within that zone. The only other snafu may be having to be 25yds from the traveled portion of a public roadway.FUCK BIDEN

Keep back filling the Hole. I had one under my Shed. I Harassed it until it had enough and left! I guess the other option would be Rat Poison, however IDK if that is Legal or Safe in your situation. IANAL.

I have a coworker in Delaware County who has caught a couple 2, 3 in a live trap and dropped the trap into a trash can of water. Just me, but I would have a hard time doing that (like cooking a live lobster) and would have taken the whistle pigs elsewhere and released them.

set a muskrat trap in the hole (they'll walk in it every time) and introduce it to Mr. Shovel ....or after ground hog is in trap get it in a feed bag and do whatever you plan on doing to get rid of it.
