Washington, DC gun laws?
I didn't see this posted anywhere else, so forgive me if I missed it. I was wondering if anyone could point me to a summary of the gun laws for Washington, DC. Most of you have probably heard about the Gilbert Areanas (sp?) fiasco in which he was arrested (I believe) for having a gun (4 actually) in his locker at the stadium. He was a moron with it, no doubt, but on the radio this morning they had an attorney talking about the situation and he (the attorney) said that it is illegal to transport guns in Washington, DC, or something to that effect.
I'd just like to know the real laws for down there, because the way this guy was talking just seemed way too broad and it doesn't seem like it could possibly be right.- I support Israel; "If guns kill people my pencil causes bad spelling."

Heres the basics of Washington DC gun law. ...they are broad. Up until Heller you could only have one of the earlier registered guns in your home, and it had to be locked up. Post-Heller allowed for unlocked and loaded guns in your home and opened the door to allow more into the District.
Guns have to be registered.
You have to be licensed to merely keep one in your house in DC.
You can only transport them to/from range/gunsmith/hunting from your home.
A special permit exemption is needed to carry them outside one's home which is even rarely granted to security guards.
FOPA rules apply for traveling through DC, but like New York State - FOPA is ignored.Last edited by knight0334; January 5th, 2010 at 11:15 AM.

Technically, FOPA does not apply in DC since its not a state. However DC code does allow transient thru-transport in its code mimicking FOPA for the most part.
DC ST § 22-4504.02. Lawful transportation of firearms.
(a) Any person who is not otherwise prohibited by the law from transporting, shipping, or receiving a firearm shall be permitted to transport a firearm for any lawful purpose from any place where he may lawfully possess and carry the firearm to any other place where he may lawfully possess and carry the firearm if the firearm is transported in accordance with this section.
(b)(1) If the transportation of the firearm is by a vehicle, the firearm shall be unloaded, and neither the firearm nor any ammunition being transported shall be readily accessible or directly accessible from the passenger compartment of the transporting vehicle.
(2) If the transporting vehicle does not have a compartment separate from the driver's compartment, the firearm or ammunition shall be contained in a locked container other than the glove compartment or console, and the firearm shall be unloaded.
(c) If the transportation of the firearm is in a manner other than in a vehicle, the firearm shall be:
(1) Unloaded;
(2) Inside a locked container; and
(3) Separate from any ammunition.IANAL

The great Alan Gura is currently taking DC to court again to get carry rights there. The suit is called Palmer v. DC. It will be heard quite soon IIRC.

Isnt Alan Gura also the lead in McDonald V Chicago which is finally going to get us Incorporation against the States ? If so I hope he doesnt have to many irons in the fire and let one case distract him from the other. These two cases are to important to take your eye off the ball, even for a split second

Summary info is through Apr 2008 and obviously doesn't reflect Heller but its the latest info I could find. The OPs query wasn't about home possession but one of transport and outside residence possession so the info provided in the summary was applicable.
The DC code is current as of 11/10/09 and included Heller repercussions.
Summaries are nice but one should always confirm proffered information with the laws themselves to confirm accuracy.IANAL
