That's what I have been reading since last summer. The reason for the shortage was us and the new people buying firearms. Once you would find some ammo you bought as much as possible, even if you did not need it right away. In other words panic buying, with the added stress of new gun owners. Once the panic buying went away the shortages slowly went away for most calibers with .22lr being the last one to come back.

Government never orders .22. Hence the machines, working to fulfill it have to be recalibrated after every batch. Why bother? Just make more 9x19 or 5.56 for the civilian market, according to the last settings.
