Default Applying for a LTCF in a county you don't reside in?

In 2 weeks I will be 21 and want to get my LTCF as soon as possible. Its something I've spent countless hours reading about and years waiting to be able to get it. My question is this: I live in Philly, is there any way I can apply for my LTCF in another county? My reason is that Philly is said to have an average wait time of a month, whereas other counties are in and out in a few minutes. Can anyone help me out with this??

    Question has been answered, thanks!

It must be where you reside.

    18 Pa.C.S.A. § 6109
    § 6109. Licenses
    Currentness
    (a) Purpose of license.--A license to carry a firearm shall be for the purpose of carrying a firearm concealed on or about one's person or in a vehicle throughout this Commonwealth.
    (b) Place of application.--An individual who is 21 years of age or older may apply to a sheriff for a license to carry a firearm concealed on or about his person or in a vehicle within this Commonwealth. If the applicant is a resident of this Commonwealth, he shall make application with the sheriff of the county in which he resides or, if a resident of a city of the first class, with the chief of police of that city.

    Be safe (and move).

Thanks for your help everyone, and moving is definitely something I'll be looking into soon. Living Philly is becoming more of a burden each year.

Can Philly deny a qualified LTCF applicant? I thought UFA applied everywhere in the state. Just wondering, I carry there but will never live there.

Philly has unique ideas about "character and reputation", for instance that an unpaid parking ticket demonstrates that a person is "likely to act in a manner dangerous to public safety".

    18 Pa.C.S. § 6109: Licenses

    (e) Issuance of license.--
    (1) A license to carry a firearm shall be for the purpose of carrying a firearm concealed on or about one's person or in a vehicle and shall be issued if, after an investigation not to exceed 45 days, it appears that the applicant is an individual concerning whom no good cause exists to deny the license. A license shall not be issued to any of the following:
    (i) An individual whose character and reputation is such that the individual would be likely to act in a manner dangerous to public safety.
