oc and car carry
I am up for OC but it is my understanding you need a permit to carry in your car. AS PA does not recognize other states permits
for CC. On MD shooters someone said any permit issued to you from any state is OK for car carry. IS this true?

If you live in pa you need a pa LTCF to carry in your car. If you are out of state and have you cc or LTCF from your home state that has resoprocity (however its spelled) with pa your good to go.

(14) A person lawfully engaged in the interstate transportation of a firearm as defined under 18 U.S.C. § 921(a)(3) (relating to definitions) in compliance with 18 U.S.C. § 926A (relating to interstate transportation of firearms).
(15) Any person who possesses a valid and lawfully issued license or permit to carry a firearm which has been issued under the laws of another state, regardless of whether a reciprocity agreement exists between the Commonwealth and the state under section 6109(k), provided:
(i) The state provides a reciprocal privilege for individuals licensed to carry firearms under section 6109.
(ii) The Attorney General has determined that the firearm laws of the state are similar to the firearm laws of this Commonwealth.

18 PA C.S. 6106 (b)(11) is what he the OP needs. Rep sent for knowing, finding, and posting the statute (and I quoted the wrong one in the rep comment!)

If you are not a PA resident, a carry license/permit from any of the 50 states covers you in a vehicle. And it doesn't matter whether the permit is from your state or non-resident.
Does not apply to Philly.
I would keep a low profile and carry a printout of that section of the law. But I would carry.
Not a lawyer.

Basically it's 18 PA C.S. 6106. Since Philly requires licensing for OC as well as CC, reciprocity is also required, so the whole "license/permit from any state" goes out the window with Philly, and strict reciprocity must be followed.

Where in sec. 6106? I did a brief read-through and didn't see anything about Philadelphia (or "city of the first class") in sec. 6106. Granted, my reading comp and eyesight isn't what it used to be...
BTW, sec. 6108 states the following:
