Is there new rules to CC in Delaware state for PA resident?
I have PA LTC, Arizona out state LTC. My firearm holds 17 rounds.
Is there a law that prevents me visiting Delaware state? Is Delaware state has ban on normal magazines? If yes, how does it apply to me?

eA. Delaware is generally an "Open carry friendly" state (but don't be surprised if you are questioned by law enforcement, as that usually gets their attention). B. even if it weren't, you are covered under the AZ carry permit, so it really wouldn't matter either way. As for magazine round limits, I've found info that contradicts both of what I found. One side says that HB 58 (the high-cap mag ban) was pushed through, and the state website only has it listed as "Out of Committee" as of 2013. So I am unsure. Your best bet would be to contact a state trooper in Delaware, they would know the definitive answer.
Delaware OC laws do limit where you can carry (the first site below lists where you CANNOT carry openly) and is basically the same as PA, Federal buildings, schools, school buses, but also bans them on state park property as well. The first link below holds some really good info and should be up to date (as the last update was on 4 of 2014).

Never ask a LEO for legal advice.
They are not obligated to give advice at all and if they chose to they are not obligated to give you correct information.
Also, even if they are intending to give you what they believe to be accurate advice, LEOs are human and are as likely to be wrong as anyone else.
Consult a lawyer licensed to practice in that jurisdiction.

I don't own any 10 round mags. So Delaware is off limit for me. We so close to the boarder that I could cross it and not know.

I carry 15+1 in my Sig P226 here in DE. Where do you get such wrong information?

I think I read somewhere that you don't need a license to open carry inside a vehicle? Is that correct? If so, that would be a huge difference from PA law.
