My Montco LTCF will expire next month. How do I renew it? Do I have to go to the courthouse and apply or can I mail a renewal app in?

I just renewed mine in Montco a couple of weeks ago.

Downloaded the form online, filled it out. The entire process at the sherrif took 20 min.

Sheriff did send us renewal forms last year. We filled them out and took them to one of the locations locally in Westmoreland where the Sheriff's office travels for this very purpose. Didn't take us long. Your time there should be reasonable since some of the hysteria has died down.
