I thought about this, too. I can think of two possible explanations.
1. Because they can, keep buying new ones that is, courtesy of us tax payers. This applies to a lot of government purchases.... Or,
2. Once the cans were deployed to the field, one does not know what kind of abuses they get -- physical dints and dents, stresses, chemical like fuel or solvent could have been spilled on them, extreme heat in the warehouse or in the field might have damaged the o-ring, etc. In other words, once deployed, they would no longer be considered as "mil spec" without costly repair and recertification processes. It would be easier to just buy more new ones. They probably don't cost too much anyway, and a part of the cost can be recouped through the surplus sales.

Lots of cans at the Harrisburg gun show. I saw some at two for $25. They also had a lot of fat fifties.
