Paramilitary training
PA law (18 PA. CONS. STAT. s 5515. Prohibiting of paramilitary training) says teaching or assembling for paramilitary training is unlawful when "knowing or having reason to know or intending that same will be unlawfully employed for use in, or in furtherance of, a civil disorder commits a misdemeanor" in two places.
Has this been tested in case law? i don't know where or how to look. Is then paramilitary training lawful when the intent is for defense of the state, homeland, etc.?

This is my non-legal summary of the law which Gun Lawyer backed up last time this was brought up.
The statute, as written, prohibits training only when it's intent is to be used for the listed terroristic purposes.
Everything else is fair game.

Not being a lawyer: it sounds like the wording for Kevlar vests & the like. Legal to have, but you commit the crime it is more serious if you have the best/ did the training
