Default PA in state of emergency as of 01/09/14

the Governor declared a state of emergency yesterday due to severe cold weather in order to allow the uninterrupted supply of heating fuel (and it is 60 degrees out today?!?!?!)

some people have claimed that because of this state of emergency, that taking a new firearm purchase home, or going to the range, is now forbidden to anyone who does not have a PA LTCF,

does anyone know if this is true?

IANAL, but to the best of my knowledge this is false. Without a LTCF, you are prohibited from carrying a sidearm concealed or openly during a state-of-emergency or openly in a City of the First Class.

But you are allowed to transport firearms between any of the following: gunsmith/shop, home, range or your personally owned business as long as the firearms are unloaded and ammunition is stored separately from the firearm.

If I am reading correctly a soe dosen't affect the exemptions in 6106.b. I believe you can still go to the range and such.
