Carrying a firearm loaded
I have been told by different people different stories concerning carrying my handgun loaded. Some say to always keep a round in the chamber because you will not have time to rack the slide and chamber a round if you are in a danger situation. Others have told me it is illegal to carry in that manner. I understand that a revolver is always loaded if all cylinders have a bullet in them. What is the law concerning carrying my semi auto with a round in the chamber??

no law pertaining to having your handgund loaded...(transport laws differ so please review those especially long arms)

I assume you have a Pa LTCF. If so there is no law for the gun to be unloaded anywhere you can legally carry it.
The choice is up to you.
Would you keep a empty fire extinguisher on hand?

Thank you and yes I do have my PA and Utah LTCF... And no I would not carry a fire extinguisher empty....

As others have said, no law against it in Pa. It's one of the most debated topics I've seen, up there with 9mm vs .45 Definitely something that you should think about one way or the other though. Here are some threads that have a lot of food for thought both pro and con.

if you have no LTCF then open carry loaded or unloaded is your choice(except in philly where a LTCF is needed to open carry) but also never carry in your car unless going to and from a range or FFL
if you do have a LTCF then you can carry loaded or unloaded concealed or openly or in your car and also in philly
long guns can never be carried in your car loaded even with a LTCF

Only if he walks everywhere from his house.
You can't have a handgun in your car at all except to and from range, etc., unless you have a carry permit of some sort. Not even unloaded in the trunk.
I doubt most people walk everywhere from home so the chances of "PA OC is legal without a PA LTCF except for a city of the first class (Philadelphia)" being true for a random person are not zero, but are close to zero.
That is not only a misleading statement, it's an extremely dangerous one.
