    Default AR Lower Question

    Do you need to fill out the handgun paperwork when buying a stripped AR lower. I bought several a few years ago and don't remember if I did or not. The reason I ask, I've ordered three in the last two months and did the transfers at a little shop near me. I only did the 4473. I was in a shop on Saturday and a guy was buying a stripped lower. The worker told him all stripped lowers require handgun paperwork. I don't want to get my guy in trouble if this is true.

    Transfered a complete lower the other month and only had to fill out the 4473.

    If you look at the ATF Form 4473, on question 18, an AR15 lower is the third option, "other" as it is a receiver, not a firearm. Filing out the handgun record of sale form for the PSP is not required.

    It is a common misconception that a lower needs the PSP form.

    Just FYI: CDS Arms in Claridge is not far from Latrobe and will do a transfer on an AR15 lower properly.

    Thanks. If the psp form is not needed than we are doing it correctly. I just did not want the guy doing my transfers to get in trouble. He has a small business and only charges $20 to do transfers.
