I believe this must go through an ffl in his home state.

Interstate transfers must go through FFLs with only extremely rare exceptions (inheritance etc.).

Rifles, FFL in either state (if rifle is legal in both states).

    Handguns, FFL in purchaser's state.

7 miles or 700 across state lines are across state lines.

Check at Gun Bunker or another local dealer to verify this but I think your friend is SOL and can't do a transfer any more of AR lowers. As of Oct. 1st Maryland now bans AR sales.

Same thoughts here . That's why I asked for help . I wasn't sure if the law was just mags or if it was a long waiting process

My understanding is that as of Oct 1 certain "guns" are restricted, like pistols. Your best bet might be to try GunBunker (or whatever they call themselves these days) or go to MarylandShooters' forum and ask/research your question.

Folks there will not steer you wrong.

EDIT: Maybe an even better idea, since a transfer would likely have to be done in Md anyway, contact a Md FFL like Continental Arms
    in Timonium: http://www.continentalarms.com/
    .

While many claim to support the right, precious few support the practice.

I grew u[ in MD so I may help.

An AR lower is considered a "regulated firearm" under the Maryland firearms code. When a Marylander buys an AR15 or an AR15 lower they purchase it under the same paperwork as a handgun in Maryland.
