Question Zoning regulations for indoor range

If a range is going to be inside a building, does it have to have anything other than commercial zoning as the building would be insulated enough for minimal to no sound penetration to the outside. I'm sure this might vary from county to county and town/township.

Does anyone have any idea of what the rules might be for this? I'm especially interested in the Harrisburg, Reading and Lancaster area (city area).

Ventilation and air filtering systems, along with lead containment.- Massive liability insurance policy.
VERY expensive proposition from what I understand.. I did some research thinking I could try to get one going, but for now I have put that idea to the back burner

You may as well give up on any idea of doing that within Lancaster City Limits where the Mayor's office pretty much has the final say on what business may open and what buildings they may use. Rick Grey is a loudmouth member of MAIG, and I can guarandamntee you that he won't allow a gun range to open within the city limits.

The above is key. If I was going to undertake such a venture, I would make contact with as many local police departments as possible and try to cater to their training needs when building it, and to get their support for your endeavor. Let's face it, having support from local officials will be helpful.

In Williamsport, Tripoli's Triggers got a very nice grant toward the construction of that range. The grant was because the range was to be used for LE training as well as being a commercial range.

Be safe (and get in bed with the .gov).

Actually, my Father had one in the basement of my Parent's row house at 26th and Brown Sts in Fairmount. Granted, it was a lifetime ago, but it was safe. I say safe as it relates to catching the rounds. Ventilation, not so much. It helped that he was PPD. But, back them, as long as you were white in Fairmount, did not much matter what you did.

Be safe (and you could do whatever you wanted, in your neighborhood).
