    The Philip G. Kline Advanced Firearms Law Workshop Series

    Session I

    The Advanced Firearms Law Workshop Series is designed to inform and educate Pennsylvania gun owners. It’s delivered in three segments of up to 4 hours each, starting at 1:00 PM and ending by 5:00. You can take 1, 2, or all 3 Sessions, each stands alone:

    * Session 1: Pennsylvania law I- Buying, owning, carrying and disposing of guns
    * Session 2: Pennsylvania law II - Self defense & related issues
    * Session 3: Federal law- NFA, GCA, Brady, Lautenberg, etc.

    Each Session combines a syllabus-based lecture interspersed with questions from the participants. It’s very interactive, but participation is entirely voluntary. We do NOT do any role-playing, trust exercises, or anything trendy. Dress is casual, responsible gun possession is permitted, quiet children under 16 may be brought along at no charge, kids 16-21 are half price. Anyone who is disruptive will be booted out; it’s never happened, but we like to have the option.

    The basic fee for each session is $65 per person pre-paid prior to the day of the Workshop, or $50 per person for groups of 2 or more pre-paid at one time. Some locations charge an additional guest fee of $10 per person, that will be announced ahead of time (no surprises at the door, in other words.) Walk-ins are accepted on the day of the Workshop if seating is available, at $70 per person. We encourage pre-registration, it helps in planning and with printing handouts.

    EXPANDED SESSION DESCRIPTIONS:

    Session 1: Pennsylvania law I - Buying, owning, carrying and disposing of guns

    * Owning guns, open & concealed carrying, vehicle transport, possession & carrying in and around the home, motor homes, "in" motorcycles, workplaces, and what counts as "between" named exemptions
    * PICS/NICS – should we keep PICS, and why? How to appeal, how to correct records.
    * LTCF's – what they’re good for, denials, revocations. Appeals to (1) PICS (2) Sheriff
    * transferring, inheriting, lending, borrowing, pawning, gifting
    * prohibited persons under PA and Federal law, temporary prohibitions; domestic relations & Lautenburg (minors, some aliens, convictions, indictments, dishonorable discharges, mental adjudications)
    * Getting rights restored; Pardons, restorations, expungements, other avenues under PA and Federal laws
    * Limited immunity under the PA UFA; waivers and releases as applied to 3rd parties
    * Allowing prohibited persons access to your guns; living with a prohibited person
    * Storage requirements and advice;
    * Must you inform police that you're carrying?
    * Seized guns; forfeiture and return of property proceedings;
    * PA preemption: how it applies, how it doesn't; zoning, discharge restrictions, possession of firearms on municipal property; nuisance, noise, health & safety
    * Federal preemption: the 1986 FOPA requirements
    * PA constitution Art 1, Sec 21

    Session 2: Pennsylvania law II - Self defense & related issues
    * The George Zimmerman case – what the heck happened?
    * The use of force, and the use of deadly force.
    * Self defense, necessity, and justification
    * Aftermath of a good or bad shooting, civil and criminal
    * Duty to retreat, the Castle Doctrine, and "Stand your ground" laws
    * using NFA firearms for self defense in the home or on the street
    * Other weapons machine guns, switchblades, stun guns, bombs, lions and tigers and bears, oh my.
    * Paramilitary training how much fun are you allowed to have?

    Session 3: Federal law - NFA, GCA, Brady, Lautenberg, etc.
    * The 1934 NFA: common pitfalls, or How To Avoid Committing A Felony
    * The 1968 GCA: the small seller's catch 22
    * ATF
    * Other Federal laws, regs, and restrictions
    * the Assault Weapon Ban, and what could happen in the future
    * The 2nd Amendment after Heller & McDonald
    * Trusts, corporations and Limited Liability Companies

    We are one month away from Session I, which is starting to shape up nicely.

    A reminder that there's no audio recording permitted, partly because some people ask legal questions that they might prefer not to have recorded, and they'd be restrained if they knew they were being recorded.

    Lawful gun carry is allowed, food is allowed if it's not loud & crunchy and it doesn't give off distracting aromas.

    I still have all my original taste buds (never smoked, hardly drink), so I like things relatively mild.

    On a related note, I'm thinking of offering door prizes. A tactical flashlight, a pocket knife or two. Maybe some ammo. I have too much stuff. It's either that, or I have to have a yard sale, and I already have the Workshops scheduled.

    Excellent question. I fixed the listing; we start the material at 1 PM, we're done by 5. Usually open up around noon for folks to trickle in & register, shake hands, pose for risque photos, talk about shoes & ships and sealing wax....
