Ok to carry at PSU football tailgate?
I'm just tailgating, not going into the stadium. My

My personal opinion is you should be able to carry at PSU as long as you don't enter a building. Although I often open carry, I think a tailgate with 110,000 drunks may not be the best place. I recall as a student I often thought I had a superman cape in my back pocket when drinking...

Penn State Firearm Policy
Penn State can discipline students and employees for possession of firearms on campus. They can just demad others to leave. If you don't leave, you can face the typical defiant trespass charges.
I guess your decision to carry or not is based on whether or not you want a summary end to your festivities if you are found to be in possession of a firearm on campus.
This comes with your additional decision related to carrying in situations where drunken debauchery usually ensues. Personally, I have absolutely nothing against either carrying or drunken debauchery. However, I usually avoid mixing them together.
