Selling to someone in DC
Can anyone give me some info: A guy who lives in DC wants to meet me say 1/2 and buy a gun. Is this legal, do I have to worry about it be "DC compliant"? Thanks for the help.

For the 40,168th time, If a firearm is crossing state lines for sale, it better be going through a FFL.

We have established that once it crosses state lines it must go thru an FFL..ok good
Now, is he an actual resident of DC?
The reason I ask is because I know many FFLs don’t like to get into guess work, and they are REQUIRED to know the laws for ALL of the states (and DC), so they dealer must know PA law(which doesn’t say anything about this case, beyond the fact that out of state must go thru FFL) and DC law, which is where it gets tricky. As a matter of fact, I believe there is only ONE FFL in DC.
Anyway, what I would do if I were you is meet in either MD or VA (prob VA, but that’s just me), but CALL an FFL there first and make sure they will handle the transaction and understand the circumstances. I am sure they deal with transfers all of the time since DC has some of the toughest laws on the books.

Run away after informing him to move out of DC.
Just run away.
(This is just my opinion by the way, but I would be scared to death of doing anything regarding firearms and DC)

My LGS will only ship from FFL to FFL for an out of state resident.
FTF, I'd still go through an FFL, and they would only ship to that residents FFL.
There is no grey area.Hold the Line...

Going thru an FFL is not optional once you cross state lines! you MUST go thru an FFL once you cross state lines. Also, Dealers can sell long guns to anyone face to face as long as their home state allow the sale, but if they SHIP something they can ONLY ship it to another FFL. Shipping is out of the question here i think..unless you want to talk to Mr Sykes but seeing as how he is the only FFL in DC i would prob stay away from that idea..
Hell, i would stay away from it all together personally...what kind of gun is it?

It has to go through the one and only FFL in DC.
All firearms must be registered in DC. He must also have a permit to possess it.
