    Default County Sheriffs not accepting out of state LCTF applications

    A good buddy/coworker of mine who lives across the commie line of PA/NY recently asked me if I knew anything of the Susq. sheriff no longer granting/renewing non resident LCTF applications/permits. I told him I didn't and did a quick google search and found this: http://independentweekender.com/inde.../#.UgvyppKG18E

    My first thought was is this even legal? I know PA is a shall issue state, but does that only apply to PA residents?

    He has family in good ole' PA, and once his permit expires he can no longer conceal in PA.

    Any feedback would be appreciated.

    That was Susquehanna county, 3 months ago..

    There are other sheriffs that are still issuing. Centre, Jefferson, and many other will still continue to issue.

    Centre County will issued a non resident LTCF but you cannot do it by mail any more. It has to be done in person due to the photo that is included on the license and I believe by PA statute.

    You should mention the reason why. According to the sheriff the vast majority of LTCF applicants that were out of staters did not pass the background check, and should not have even had a pistol permit for their home state. This was causing a backlog for RESIDENTS waiting to get theirs done. So he stopped accepting applications from non residents. I know that this is punishing good people as well as bad. But at least he's taking care of the people that pay his salary first. I'm sure once things slow down for them they will start doing it again.

    McKean will issue to NYS residents with non restricted permits.

    There is no lawful authority to refuse to non-residents.. The statute says shall issue to both, resident and non-resident alike.

    We need a non-resident with deep pockets to make legal troubles to get it fixed.

    The Tioga County Sheriff will not issue non resident licences.

    I asked him point blank why that was the case. His reasoning is as follows:

    1. He got tired of obnoxious New Yorkers abusing his staff and being rude.
    2. He feels his duty should be focused on working for the residents of Tioga County and not having his office besieged by out of staters he is not elected to represent.

    As someone else explained it to me, a lot of locals up here don't like people from other states coming in here and bossing people around and acting like they own the place. I can understand completely. Anytime you see anyone acting obnoxious in traffic or in public it's always some jerk with a NJ or NY licence plate. Tourists are a necessary evil up here.

    As I recall I politely mentioned to the sheriff that at least as far as I knew under state law, it was not his determination to make as to whether to issue licences to out of state residents or not. He had no answer to that.
