Default Does my PA LTCF allow me to carry in Philadelphia?

I ask because of the following article:

Guns of Contention: If Philly says no, Florida can say yes.

Ferguson, who has a Montgomery County gun permit and permits from Florida and New Hampshire, said that in 2008 he was outside a house in the Lawncrest section of Northeast Philadelphia when police descended on the block. He said that cops did not honor any of his permits and charged him with possessing firearms not to be carried without a license and related gun crimes.
The article is a few years old and while its focusing on the reciprocity between PA and FL, it would seem that Ferguson had a LTCF issued to him by Mont Co.

It was my understanding that my LTCF issued in Chester Co should allow me to carry in all of PA.

    Your understanding is correct.
While many claim to support the right, precious few support the practice.

    What both of you said.

There is no special license for Philly.

Check out this little gem from the linked article

"Officers' safety comes first, and not infringing on people's rights comes second," Healy said.

Unless you look at the Elk County Sheriff's website under the faq page, where the answer is:

Yes, your license is valid for the Commonwealth of Pennsylvania including Allegheny but NOT Philadelphia County.

Other messed up stuff on that page

What should I do if I am stopped by a law enforcement officer while carrying a firearm with my Pennsylvania License to Carry Firearms?

Immediately tell the officer that you are carrying a firearm and that you are licensed to do so while your hands are visible to the officer. Follow the officer's instructions completely. For safety reasons, the officer may secure your weapon while they verify your license to carry firearms.
    Uhhhh, no thank you
