This is somewhat confusing. You said the case was dismissed. That means the charges were dropped. Expungement means one was found or pled guilty and petitioned the court to seal the guilty conviction from their criminal record. If the charges were dismissed you would not need an expungement.
In any event you may want to talk to an attorney for advice on the questionnaire and the procedure for the return of your guns

My question about all of this is why didn't you talk to legal council? Philadelphia plays hardball when you don't play their game. Only a lawyer can help you with this because you do not have the legal experience to go against their gestapo tactics. This is the best advice that any of us can give.

That is exactly it.
What I would have responded when I was told not to "play hardball". I would have laughed, thanked them for their time, and had the attorny send a certified letter.
Is that the right course of action? Depends on who you ask. I'm not a lawyer, I don't even play one on TV. Best course, talk to a lawyer, get your guns back, and stay the hell away from Philly.I'm so fast, I can bump fire a bolt action.

I stay out of Philly as much as possible, and this might get me juiced up enough to spend money on an Attorney just for the principle of it all. That being said, and I am NOT judging anyone, keeping out of any situation that may result in you being arrested is my best course of action.

I believe he got the arrest expunged. Second, I doubt he would be here posting if he had the money for an attorney or hiring an attorney is worth it. In all likelihood, the cost of the attorney is more than the firearms are worth.
