Definitions
A deadly or offensive weapon is defined as any device designed to produce death or serious bodily injury. Offensive weapons may be any device so defined under the Pennsylvania Crimes Code Section 908 (c) i.e., those which serve no common lawful purpose. For the purposes of this policy, deadly and offensive weapons may include, but are not limited to:
1. Firearms, loaded or unloaded
2. Pellet, flare, paint, tranquilizer, stun, spear, or dart guns
3. Knives with blades larger than a small folding pocket knife
4. Any cutting instrument where the blade is exposed in an automatic way
5. Daggers or swords
Am I reading this right that they are claiming a firearm serves no common lawfull purpose?

That is one of the poorest examples of rule writing I've seen in awhile. That aside, what this rule seems to mean is that the university is allowing students and employees a way to carry by providing a "compelling reason" but they are saying a visitor to the campus can't carry at all under no circumstances.
I believe what you have here is a preemption violation being that Kutztown is a "public institution" that is run by a government intity and funded by tax dollars.
If they had only regulated students and employees it would just be a matter of "these are the rules to work or attend here" but they are now regulating the general public by including visitors (or people with no contract with them)

Yeah, Preemption violation. Also, one might be able to argue it is persecutory??? because it only focuses on those exercising their 2A rights as evidenced by having a PA LTCF.
That being said, it is a surprising step toward the right direction for any college/university to take...

I'm glad for the change. Yes, the policy is very poorly written, but the folks that wrote the policy are academic administrators, not lawmakers. No doubt they wrote the policy via committee. It's my understanding that all the PASHEE schools are considering a move in this direction, Millersville University has also adopted the same policy.
My wife is a professor at KU and often teaches evening classes that end at 9pm or 10pm. After class she still has some work to do before she can leave, so she is often walking across campus at 11pm or so to get to her car. She does have a LTCF and CCs when she is off campus. She plans on asking permission to carry based solely on "self-defense". I'll keep you posted.
